Roundup: Obama lays out 2011 budget
* President Obama delivers to Congress today a $3.8 trillion budget that boosts job-creation programs, freezes some government spending, and eliminates some tax cuts for the wealthy, the Chicago Tribune reports. The 2011 budget is 3 percent bigger than this year's expenses.
* Congress will hear from two of the military's top generals this week on how the Pentagon plans to repeal its "Don't Ask Don't Tell" policy on gays who serve, the New York Times notes.
* The Washington Post looks at how conservatives are using new media sites like Twitter and Facebook to organize protests against the health care overhaul, influence political discussions in D.C., and find supporters.
* The president will host a webcast on YouTube this afternoon to answer questions submitted by citizens after last week's State of the Union address. Watch it live at 1:45 p.m. EST.
