Is 'Cash for Caulkers' next?

Obama administration considers weatherization programs.

The White House is considering a massive weatherization program.

A proposal under consideration would use some of the $787 billion set aside in the stimulus bill to help homeowners pay for sealing air ducts, adding new insulation or installing programmable thermostats, among other upgrades.

The idea is to improve energy efficiency while giving a much-needed boost to the construction industry.

California venture capitalist John Doerr and former President Bill Clinton have both suggested variations of the idea, which is being considered as part of a jobs program under discussion.

New York Times reporter David Leonhardt writes that the program would be "tricker than cash for clunkers — yet would have the potential to do far more good."

Doerr's proposal would cost around $23 billion.
