your support for universal background checks on firearm purchases

Rep. Paul Ryan

March 5, 2013

You have recently been quoted as supporting universal background checks (registration) for all firearm purchases, supposedly to stop criminals from getting weapons.

I am enclosing a link to a PDF of an FBI study published in 2006, looking at the characteristics of criminals who attacked & sometimes killed law enforcement officers.
The FBI concluded that criminals do not buy guns from gun shows.

Looking only at the pistols, most often they were bought (or traded) from other criminals. Second most often, they were stolen. Some were taken from the victim officers. One was bought as a straw purchase through a dealer, one was bought legally through a dealer. (In the PDF, see the bottom of pg. 57 & the top of pg. 58.)

Universal background checks do not control criminals, do not prevent crime. When a criminal buys or trades for a gun from other criminals (and probably everyone involved isn't legally allowed to have the gun) they are not going to go to a dealer and do a background check.

I am also including a link to a PDF of a study published in 2005 in the American Journal of Preventative Medicine which says that no gun-control law yet tried has been shown to have any effect on criminals. The summary is in the first column of the first page, and includes everything on Obama's wish list.

Please oppose all the gun-control measures currently proposed, as (despite many years of trial) there is no evidence of their efficacy. When you are in Wisconsin, I would enjoy meeting with you to discuss this topic.
