Should Congress ban employment discrimination based on sexual orientation?

After recent success with legislation outlawing hate crimes, gay and lesbian activists are optimistic about an effort to ban employment discrimination on the basis of sexual orientation or gender identity.
 
Rep. Barney Frank, a Massachusetts Democrat, introduced the Employment Non-Discrimination Act (H.R. 3017) last week.
