Jurisdiction
The Senate Code of Official Conduct approved by the Senate in Title Iof S.Res. 110, 95th Congress, April 1, 1977 and stated in Rules 34 through 43 ofthe standing Rules of the Senate;
Senate resolution 338, 88th Congress, as amended, which states, among others, the duties to receive complaints and investigate allegations of improper conduct which may reflect on the Senate, violations of law, violations ofthe senate Code of OfficialConduct and violations of rules and regulations of the Senate; recommend disciplinary action; and recommend additional Senate Rules or regulations to insure proper standards of conduct;
Residual portions of Standing Rules 41, 42, 43, and 44 of the Senate as they existed on the day prior to the amendments made by Title of S.res.110;
Public Law 93-191 relating to the use of the mail franking privilege by Senators, officers of the Senate; and surviving spouses of Senators;
Senate Resolution 400, 94th Congress, Section 8, relating to unauthorization of classified intelligince information in the possesioon of the Select Committee on Intelligence.
Public Law 95-105, section 515, relating to the receipt and disposition of foreign gifts and decorations received by Senate members, officers and employees and their spouses or dependents; members, officers and employees and their spouses or dependents.

The Code of Ethicas for Government Service, H.Con. Res. 175, 85th Congress, 2d Session, July 11, 1958 (72 Stat. B12). Except that S.Res. 338, as amended by Section 202 of S.Res. 110 ( April 2, 1977), provides:
" (g) Notwithstanding any other provision of this section, no initial review or investigation shall be made of any alleged violation of any law, the Senate Code of Official Conduct, rule, or regulationwhich was not in effect aat the time the alleged violation occured.NO provision of the Sente Code of Official Conduct shall apply to or require disclosure of any act, relationship or transaction which occured prior to the effective date of the applicable provision of the Code. The Select Committee may conduct an initial review or investigation of any violation of a rule or law which was in effect prior to the encactment ofthe Senate Code of Official Conduct if the alleged violation occurred while such rule or law was in effect and the violation was not a matter resolved on the meritsby the predecessor Selcet Committee.
