Subject:
US Postal Service - Office of Inspector General Where?
To: President Barack Obama
Sen. Dianne Feinstein
Sen. Barbara Boxer
Rep. Elton Gallegly
July 5, 2010
How is it that the US Postal Service Office of Inspector General (USPS OIG) cannot get Robert F. Bernstock prosecuted? The OIG has gathered enough evidence on this Postal Official to send it to the District Attorney and yet the case was turned down? Why?
According to articles in the Washington Times, Robert F. Bernstock was in charge of shipping and mailing. He took a "Public Servant" job and was paid:
• $232,500-per-year by USPS
• awarded a $85,000 hiring bonus by USPS
• given a $85,000 retention bonus by USPS
• received more than $250,000 in outside corporate board fees
• $112,498 in stock and cash at Nutrisystem
• $155,799 from Pantry Inc
• brokered millions of dollars in no-bid contracts to former
business associates he knew from his work in the private
sector, including at Vlasic Foods, where he was a top
executive.
• involved in a bulk stamp sale to Costco while owning $30,000
in stock in the company
And did work for the non-postal, non-federal, private agencies while using Postal Equipment, on Postal Time and using Postal Employees? According to the articles, "The Postal Service's top attorney, Mary Anne Gibbons, told investigators she thought there were two sets of rules governing the so-called 'de minimis' policies on the use of postal equipment for outside activities: one rule for hourly employees and another for executive employees such as Mr. Bernstock."
What in the world is going on here? I know of front line supervisors fired for doing route inspection paperwork with their postmaster, carriers who were fired for letting their child sit in daddy's jeep, and clerks who have been investigated for having Government pens at their homes. Yet this guy, Robert F. Bernstock isn't even prosecuted? What about the lady with the blindfold and the scales of justice? Are you kidding?
There openly are two sets of rules now for the first time in American History, the rich get one rule, the workers get another, as declared by a our federal agency sanctioned by a our law enforcement? Are you kidding?
• As my elected representative, I want to know what you are
doing about it.
• Who do you work for?
• Are you working for the American people or do you support
what Mr. Bernstock has done?
• Are there others in the US Postal Service who are doing the
same as Bernstock?
• Is there an agency other than the USPS OIG who has rights of
investigation and prosecution?
We need someone who has no bias or vested interest in the individuals involved. We need a Federal Investigative Agency who is akin to the "Untouchables" who will not be afraid to handcuff a top executive if they commit the big crimes.
• Title 18 stuff.
• Ethics stuff.
• Nexus with employment stuff.
• Conflict of Interest stuff.
• Perception stuff.
• Overpayment of yearly compensation stuff.
• The same rules that all postal employees have to play with
stuff.
Has our USPS OIG been sidelined into a publicity stunt or do they really wake up each morning as armed, badge carrying, handcuff toting federal agents here to protect the USPS from Fraud, Waste, and Abuse? This is humiliating. If I were an OIG Agent, I'd be pissed and embarrassed. The OIG cannot get Robert F. Bernstock to court? There are some big dogs stealing and wasting millions for their own personal gain. The boys and girls in the OIG set out instead to chase a few craft employees for pennies?
We need someone unafraid to go out and catch some real badguys. Someone with guts.
• How many managers are falsifying timekeeping?
• How many executives are engaged in fraud?
• How many in management falsify numbers or create artificial
results through unwarranted expenditures?
• How many marry into the nepotistic self serving wanna-be
business click of the USPS only to rape the organization?
It ain't all of them, only a few, so what are my elected representatives going to do about it?
I want to know, specifically you're actively doing about it. That way I can vote for justice in the next election for all people, not just prosecution for the poor and weak while the Bernstocks ride high off crime! Get us some federal law enforcement officers with the [bleep] to take down the real criminals!
Start an investigative committee. Discuss it with your peers. The last thing in the world any elected representative wants to be seen as, is dirty, so show how you abhor dirty business through your actions ensuring integrity. The US Postal Service is a federal service with hundreds of thousands of honest hard working employees providing service 6 days a week and we want each of your elected representatives to lead the way on weeding out the criminals, now knowing we don't have any viable law enforcement to do it for us.
POSTAL EMPLOYEES - CONTACT YOUR ELECTED REPRESENTATIVES AND SEND THIS MESSAGE TO THEM TOO VIA HARDCOPY AND THROUGH THEIR WEBSITE, THEN CALL THEM ON THE PHONE. DO SO NOW.
