economy & overall strategy

When the President visits China this winter, can he include in his tight schedule 0.5 to 1 hour for a quick ride in the new subway in Shanghai (or Beijing)? My suggestion has two points:
1. Given the resources and technology of USA, what can be achieved in China should have been long realized in big cities of this country such as Philly, NYC, LA, or Chicago.
2. A major work project for mass transportation (as was done in New Deal) may help pull the nation out of recession.
Of course, top in the mind of the President at the moment may be Afghanistan. I think he can well accept Vice President's advice and phase down US commitment there. Even people on the right side like George Will voiced such a choice. The burden of chasing Al-Qaeda can be left in the care of CIA, coordinated by a limited amount of troops fielded in Afghanistan or Pakistan.
