House Healthcare Bill's Tort Penalty

I see in the newspaper today that the House version of the health care bill includes a little "goodie" that states will be penalized if they try to control tort costs. This is one of the most wrongheaded ideas that have been floated in the current health care reform activities and is obviously aimed at giving a gift to a major campaign contributor - trial lawyers.
I know that you people know about the Texas experience and the fact that tort reform in Texas reducedpremiums about 10% and reversed the loss of physicians from the state? So lower costs and more access to physicians all because of tort reform. This is documented as opposed to the wishful thinking being proposed in the House which will increase costs.
In addition, lets not lose sight of the fact that the purported purpose of health care reform, as presented by Obama and others, is to lower costs which is not achieved in any current House or Senate bills. However, simply adopting the Texas model has been shown to lower costs. It would be stupid to ignore such evidence.
There is no need to try to reinvent the wheel. The wheel is already here!
The attempt to prevent tort reform, in conjunction with slipping a gift to major campaign contributors, is sufficient reason by itself without considering many other negative issues in the current proposals to vote the House health care bill down!
I look forward to your NO votes for this highly undesirable bill and its inability to immediately lower premium costs. That is the goal and shooting for a bill that will only raise the deficit by $1 trillion, a la Obama's boundary condition, is unsatisfactory. Instituting tort reform nationally will not cost a dime and in fact will lower health care costs by 10%!
I look forward to seeing the House bill defeated and tort reform adopted.
