This is unconscionable:

Section 2531, entitled "Medical Liability Alternatives," establishes an incentive program for states to adopt and implement alternatives to medical liability litigation. [But] a state is not eligible for the incentive payments if that state puts a law on the books that limits attorneys' fees or imposes caps on damages.

There always can be medical malpractice that needs to be addressed. But, medicine is not mathematics and the outcome can not always be predicted. We need tort reform in all areas, not just in medicine. There must be limits on the run away awards given in law suits. TV advertisements are becoming filled with lawyers advertising to sue for more and more ridiculous claims. " Have a bad hair cut? Call us. We will sue your barber."
