H.R. 3962 - Affordable Health Care for America Act

Bravo Mr. Miller for acting as co-author of the new comprehensive healthcare bill (H.R. 3962 - Affordable Health Care for America Act). Would you be so kind as to direct me to the page in this bill that provides?
1) Rewarding health and wellness (PERSONAL RESPONSIBILITY). The design of benefits to encourage, incentivize, and reward individual healthy behaviors and adopt healthy lifestyles.
2) Reforming medical liability (LITIGATION REFORM) so that providers can deliver evidence-based medicine - not defensive medicine. The elimination of procedures, tests, and treatments done solely out of fear of being sued.
3) Attacking healthcare fraud (PREVENTING CORRUPTION). Outright fraud - criminal activity - prevention in Medicare and Medicaid fraud with the right kind of electronic resources.
4) Creating a nationwide individual market (COST CONTROL THROUGH COMPETITION). Currently, consumer choice of insurance plans is restricted to only those products licensed in each individual state, which are often dominated by one insurer.
5) Safeguards to insure no new or higher taxes (SUSTAINABLE - FISCALLY RESONSIBLE). Current proposed legislation should not be supported through any additional taxpayer dollars. Our Great Nation is down to far along the road of financial insolvency to assume any further deficit spending.
6) Delivering a consumers' right to know. Performance rating of actual productivity and cost effectiveness (MAKES SENSE TO THE AVERAGE MAN OR WOMAN ON THE STREET). Information on performance, cost and
quality allows consumers to make informed decisions.
