Denial of insurance coverage

Dear sir,
After working for the same company for the last 28 years, I have been laid off due to a plant closing at the beginning of this recession. During this time I have paid Medicare costs religiously. Approximately a year after being put out of work, I was diagnosed with throat cancer and was put on total disability. The problem is that I have been informed that Medicare has a two year waiting period and my disability is too high to receive Medicaid. I did cobra out when I left my last employer but this cobra insurance runs out in December. This leaves me with over a year of no coverage in addition to my cancer being a preexisting condition if and when I am excepted. How can something that I paid for for over 30 years of my life not be available to me when I need it ? Is there any where that I can turn to insure me during this gap ?
I have also applied for Tenncare and have been denied due to my resources being too high. Please understand that the only resources I have to amount to anything is my disability check and that doesn't cover the expenses for my 16 year old daughter and I more less more for insurance.
Unfortunately, I have used up all available funds since my being laid off and am now living on a fixed income. Please let me know if there is any help or directions that you can give me. With the preexisting cancer my life is literally on the line if I do not have coverage.
