Reduce the leverage that the big financial institutions can have. Make sure they have enough capital to cover any bursting bubbles.
Legislatively encourage bankers to avoid the quick premiums paid to them for risky transactions that can destroy the company; thus forcing the tax payer to bail them out.
This never happened when bankers were partners in the company and they were risking their own money!
