Public Option for Healthcare

It's time for Congress to stop partisan politics and do something for those people who don't have and can't afford health care. The public option is already there. Medicare. Model the public option after Medicare but with changes. Address the issues of false claims to Medicare and put a whole team to work investigating the current backlog and prosecuting the people who are filing false claims. Use the power of Medicare to negotiate rates with providers for services, especially Part B charges, that are consistent with the Market. Make the system result based instead of procedure based so there is no advantage to simply adding more and more tests and procedures to health issues unless they produce results. Set public option payments on a sliding scale based on income. If they make more, they pay more. That way the insurance companies still have the option of negotiating with higher income individuals for private coverage. Small businesses who have no coverage should be permitted to buy into the public option, based on their size, and those who provide insurance now should be required to prove they attempted to negotiate a lower rate with their current provider before leaving to join the public option. Finally allow individuals and small businesses to join together to create groups who can then get the rates offered to larger companies.
If Congress is as vigilant about protecting the Medicare dollars and the public options dollars as they are about protecting their own campaign funds and incomes, this could work..
