I disagree with H. Res. 865. Number one, we started going through a climatic change back in the 1970's. It is evident in temperature and weather changes in the country and around the world.

Those of us who remember the oil crisis of the 1970's remember the rush for solar energy and the auto industry working on burning fuels cleaner and more efficient; ie. catalytic converters in cars. There are too many conflicting reports on the effects of man on the environment. Though no one could deny that man hasn't contributed a certain amount to the increase of carbon dioxide in the environment I do question two things.

One, a certain amount of the increase in carbon dioxide is from industries around the world. I have the feeling that industrialized nations, primarily western ones, burn fuels cleaner and more efficiently whereas nations like China don't. Who can forget the pollution athletes faced during the olympics? Second, since our atmosphere also depends on oxygen we have seen millions of acres of trees cut down in the effort to build housing developments, commercial real estate, etc. The elimination of trees and plant life obviously adds to the decline in oxygen and increase in carbon dioxide. It is amazing how commercialized our country looks anymore!

What this country should be doing since we can't force the world to be more "green" is continue working on cleaner forms of energy, build more power plants and especially working on ways of burning fossil fuels cleaner. We will be dependent on oil, gas and coal for decades to come and we can lead the way in innovation and technology of doing so.

Bottom line, it does no good to put caps on carbon dioxide output. Rather the government should spend the time studying companies who stay withing the current guidelines of carbon emissions and how those who don't can learn. We have Valero in Delaware that is always in trouble with the EPA because of this. If our government doesn't offer grants or incentives for innovation it should. We have some of the most intelligent minds and Americans have always been known for being the leader in innovation. Don't let any resolutions like this pass because the price will only get passed onto the American people and stunt growth!
