Attached hate crime provision

Honorable Senator Rockefeller,
It is inconceivable that a controversial provision such as the hate crime bill be attached to something as imperative as a Defense Appropriations bill.
This hate crime provision is tantamount to prosecuting thought crime. The hidden motivations, or intents are being speculated about, rather than the injurious actions themselves. Moreover, it indicates that crimes committed against individuals who are of certain gender, race, or sexual orientation are somehow more heinous.
It is time to put a stop to attaching provisions that have nothing to do with the bills they are attached to. Such practice is not worthy of our duly elected representatives.
