Dear Congressman Perriello,
I disagree with your vote on this Act because it assumes that a proper government has the power to initiate research, development and the demonstrating of new technology. It does not. This is the proper province of the free-market should free-enterprise choose to enter it.
The only province for a proper government is the protection of its citizen's individual rights.
What we need and what you can do is to propose a separation between State and Science.
I invite you to read Capitalism: The Unkown Ideal by Ayn Rand. This book can help you to understand the function of a proper government.
