Home sales are at the heart of the recession. The $8,000 tax credit did help demand at the lower levels, perhaps under $250,000, where first time home buyers participate. However, the bulk of the housing crisis is in homes over $250,000. I would suggest a tax credit for all home buyers for a short time would kick start the entire housing market. This in turn would lead to improved employment in the housing construction business.
