Earmarks

I am very pleased that Congress is taking a look at the use of earmarks.
I would prefer to not allow earmarks. Earmarks are notorious for applying to select issues/interests/areas and seldom in the best interests of all citizens or of even the country.
Please consider that a bill should cover one area and be explicit to that area. "Hiding" pet issues which would not pass on their own merits should not be allowed.
Bills which cover more than one issue become cumbersome and most often include special interest legislation which would not pass on its own merits. Or deals are made: I will vote for your special interest bill if you will vote for mine..thus unrelated isues are often in bills.
Every bill should include the cost of the bill and how it is to be paid for.
Every bill should include statements as to why this bill is in the best interests of our country and our citizens.
