Why wait untillclean water gets as scarce as it has in some countries to really do something about it on a national level? I think ammendment HR 3746 sounds great. Tax credits are a better idea as opposed to fines for not building efficient.....you get more flies wiith sugar than honey.
only thing I question is the credit for water efficient landscaping, to reduce runoff. It does not sound like this includes the use of lawn grasses
that do not require irrigation, or prairie 'lawns' that dont require irrigation?
The website outsidepride.com sells a blend of native grasses for lawns that does not require water past it's first year. Landscaping to reduce runnoff doesn't necesarily reduce water use, it just keeps our waterways cleaner, also important.
