"Hate crimes bill"

We need to stop the practice of attaching unrelated legislation such as the "hate crimes" provision onto bills such as the Dept. of Defense Authorization. The latter provision is obviously controversial and to slide it in via a Trojan horse approach is not appropriate. Let it stand or fall on its own merits!
