Cap and Trade has all the signs of another huge government mandated boondoggle. This should have even greater possibilities for a massive "bubble" in the trading, especially if oversight is as well done as it was and is for banking.
It is a good idea to reduce energy use (but we STILL are wasting an extra 2 to 4% energy with daylight saving time each summer), but congress should be ENCOURAGING not MANDATING.
If global warming is a problem, the solution will come from scientists, engineers, and inventors, NOT from a bunch of lawyers with strong opinions about what everyone else should do.
Offer tax incentives for energy saving. Offer cash back for cars with manual transmission (saves 2 to 5 mpg), cash back for Diesel cars (saves 10 to 25 mpg), support biodiesel with tax incentives, support cheaper solar development (saves ???).
LED lighting is more efficient than compact fluorescent (twice!) and you mandated CF?
