I believe we do need to reduce the cost of healthcare. Since 85% of the population is happy with their present coverage, why do massive reform at one time.
Let's use a more reasonable approach.
In order to fully understand the present system and to quantify the savings from each change, let's use a step by step process.
Attack each problem area and quantify the savings.
Fraud - Direct resources to the elimination of fraud and waste by utilizing technology wherever possible.
Tort Reform - What is the real cost of unnecessary tests to insure a doctor will not be sued for malpractice. Include real penalties to doctors who knowingly harm a patient.
Availability - Allow all states to offer all insurances. Ability to obtain an Umbrella Policy for catastrophic occurrences (on specific medical issues not based on dollars spent).
