1 step away from being homeless due to EDD incompetence, PLEASE HELP!!

I had to submit a change of address on my claim form for EDD benefits. EDD neglected to put an apartment # on my UE check. It should have been here by 9/24, but is still not here. I contacted my local USPS branch, and they stated the check was sent back the same day. which would have been Friday, 9/25 at the latest. It only takes 2 days for EDD to deliver my check from the issue date. So naturally, 5 days later, EDD should have the returned check. When I call EDD, and actually get through, which is never, they stated that the check had not come back yet, to call back in 5 more days. I don't have 5 more days. My cars was towed (i had a flat tire, and no money to fix it, so i parked it in a Ralphs parking lot, with a note saying i had a flat, please do not tow, they towed anyway)i am racking up daily tow fees, I just moved, and promised the landlord that i was a good tenant, even though i was unemployed, I would guarantee my rent be paid on time. EDD had stated that it was their error for not putting the correct apartment # on the check, which made the mail man not deliver it. I called to ask for a stop check to be issued and a new one generated, and they said i had to wait. i can't wait! i'm going to be out on the streets, with no car! I am at my wits end, i am depressed, l have no family to help me out. I have no recourse. Every time i call back to speak with someone, they tell me i already spoke with someone and to call back in 5 days. they won't even answer my questions. They simply ignore you and act like you didn't ask a question. how does that help California's constituents, if they can't even get a check to contribute to the economy. all my money will now go to getting my car out of impound, which will be an exorbitant fee that i can't afford with my rent due. If my check was here on time, the fees would be minimal. EDD needs to be revamped & made more efficient. The system is so antiquated it barely does it's job. But that does not solve my problem now. EDD cannot even provide me with a letter so that I can give it to my landlord so that he knows my check is late because of EDD, and not me. I am so afraid to be on the streets. This is an example of someone falling through the cracks. In short, they do not know where my check is and refused to put a stop payment on it until another week passes, even though they neglected to make the correct address changes. PLEASE HELP.
