Common Sense Health Care Reform
The simplest answer is usually the best. Instead of 8,000 pages that constitute the greatest government takeover in American history, would ration care and mark the elderly as less important than younger individuals, and put our country in an astronomical amount of debt, why not try something else first? I have a simple solution that would only require one or two pages of legislation and would actually save the country about $800 billion.
1. Give $5,000 tax credits to each person or $10,000 per family (In a family of four, there would be a savings of $10,000) for everyone to buy their own health insurance. Even at $5,000 per person for the 306 million people in the United States (not counting the savings for families) the total spending would be $1.5 billion.
2. Anyone who chooses not to receive credit (example: People for whom medical treatment is against their religion) would be responsible for any and all medical expenses incurred on their behalf.
3. This program would allow us to abolish Medicare and Medicaid (a combined expense of approximately $765 billion) and Veterans health services ($47 million), as they would now have the ability to purchase private insurance with the above mentioned tax credit. Insurance would have enough new clients with this bill to offset the cost of taking on higher risk people with pre-existing conditions.
4. Hospitals would save ER money with no uninsured people to sap their resources.
5. The credits that would go to people in prison would go instead to the prison they are kept in. It would save the prisons money for prisoner health services, with any extra going to other prisoner expenses, such as food.
6. Businesses would save money, as they would no longer need to offer insurance benefits.
7. The government would save all the money it pays to government employees for insurance benefits.
This plan pays for itself and then some. It stimulates the private sector and gives people freedom of choice. It eliminates ineffective programs that are currently in place and gives our veterans, elderly and low income citizens the same opportunities for health care as the rest of the population. Of course there are other steps needed to actually lower the costs of health care, but this plan would go a long way to solve the immediate concerns with the system. Health costs would go down with no uninsured patients to be a drain on the system. Other legislation can address malpractice claims and any other problems.
